Can you explain why material created under the OER Conversion Grant must be licensed CC BY 4.0?

The funding for this grant opportunity is coming from the California Community Colleges State Chancellor's Office. According to the Board of Governors (BOG) Procedures and Standing Orders, section 318 (g), “Any published materials produced under an agreement or sub-agreement using public funds must be subject to a Creative Commons Attribution License (CC BY)" (p. 40).

If you are remixing material that was published under a more restrictive license (e.g. CC BY-NC), you should follow the license compatibility. This may mean that you're unable to apply CC BY. LibreTexts allows page-level licensing and the OER/ZTC Coordinator can help you with this process.
